Filing A Complaint

SBPSD seeks to resolve complaints early and through informal resolution whenever possible and appropriate.

To resolve complaints that cannot be resolved through early, informal process, the district shall seek to resolve those complaints in accordance with the procedures set out in Sections 4600-4687 of the Title 5 Regulations and the policies and procedures of the District.

Complaints investigated through Uniform Complaint Procedure /Spanish UCP allows a student, family, teacher or any member of the public to file a more formal grievance to investigate and resolve complaints related to the following:

  • Unlawful discrimination, harassment, intimidation, or bullying based on actual or perceived disability, gender, gender identity, gender expression, sexual orientation, nationality, race or ethnicity, religion, sexual orientation.

  • Bullying or hazing.

  • Complaints alleging failure to comply with state or federal law in adult basic education, consolidated categorical aid programs, migrant education, vocational education, child care and development programs. BP 1312.3

A Williams Complaint (Policies/Procedures) allows a student, family, teacher, or any member of the public, to file grievances regarding K-12 schools for:

  • Insufficient textbooks and instructional materials;

  • Teacher vacancy or misassignment; and

  • Facility conditions.

  • Williams Regulation 1312.4

A Title IX Complaint allows a student, family, teacher or any member of the public to file a grievance regarding   anyone who is sexually harassed or discriminated against based on their gender.  All forms of sexual harassment, whether student to student, staff to student, or student to staff, are prohibited at SBPSD schools. Statement of Non-Discrimination/Harassment
(Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972 section 504 of the Rehabilitation Act of 1973): The district prohibits discrimination, harassment, intimidation, and bullying in all district educational programs, activities, or employment on the basis and/or association with a person or group with one or more of these actual or perceived characteristics of age, ancestry, color, disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, sex, sexual orientation, parental, pregnancy, family or marital status.
